We work with governments and partners to co-design open tools and solutions to transform how countries plan, finance, and respond to disasters efficiently and at scale.
What is the challenge?
Every year, predictable disasters leave countries financially exposed and communities at risk. Governments raid development budgets, take on debt, or rely on humanitarian aid that moves too slowly.
Arranging finance in advance can break this cycle, but the tools to do so remain out of reach, and too rarely built for the countries that need them most. Labs exists to change that.

Labs develops public good solutions to help countries better plan and pay for disasters. Examples include practical tools governments can use to estimate the full financial cost of disasters, decide when to activate funds and select the right mix of financing instruments.
Labs tools are designed for governments and ministries responsible for disaster and climate risk planning; development banks and donors shaping disaster risk financing mechanisms; and finance and insurance actors working to design, adapt, and deploy instruments that respond to climate and disaster risk.
Labs’ initial phase will be supported by seed funding from UK aid. Additional external funding from mission-aligned organisations will support the full development and scaling of Labs tools.
We welcome conversations with governments, delivery partners, researchers, and funders interested in collaborating on practical, scalable solutions for disaster risk financing. Labs will begin working with partners on its first project portfolio in 2026. As projects progress, Labs will share updates on tool development and opportunities to engage. All tools and resources will be freely accessible online via the Labs website.
With established strengths across advisory, evidence, and policy, the Centre for Disaster Protection operates at the intersection of system-level analysis and hands-on engagement with disaster risk financing in practice. This perspective enables Labs to draw on both rigorous evidence and real-world experience, ensuring tools are grounded in country needs while supporting wider, systemic change.
