Supporting better disaster risk financing decisions

Countries and organisations face complex choices about how to plan and pay for disasters. The Centre works alongside them across that journey providing tailored advisory, capacity development and learning support, impartially and at no cost.

Understanding risk and developing strategy

Governments need a clear picture of their exposure before they can act on it. We help them assess disaster risk, identify financing gaps, and develop strategies that reflect their specific context and priorities, for example, through diagnostics of contingent liabilities and fiscal impacts, and the design or review of national DRF frameworks.

Developing capacity 

Effective disaster risk financing depends on institutions that understand it. We offer tailored training and peer learning for ministries of finance and other agencies, drawing on expertise across social protection, climate finance and the humanitarian system. We also support evaluations and lessons-learned work to strengthen what countries know about what works and why.

Designing and implementing financial instruments

Putting the right tools in place requires both technical precision and an understanding of what delivers value. We provide advice on contingency funds, sovereign insurance, catastrophe bonds and other instruments, as well as value-for-money assessments to ensure financing decisions are evidence-based and fiscally sound.

Diagnostics and strategies

We help governments understand their exposure to disaster risk and develop strategies to manage it. Our support includes:

  • DRF diagnostics of risk exposure, vulnerabilities, and legal and institutional frameworks.
  • Analysis of contingent liabilities, including quantifying potential fiscal impacts of disasters and assessing financing gaps (protection gaps).
  • Design and review of national DRF strategies and frameworks, tailored to country context and priorities.

Capacity development and learning

We help governments and organisations build the knowledge and systems to engage effectively with disaster risk financing and continuously improve their approaches. Our support includes:

  • Tailored training and peer learning to help ministries of finance and other agencies engage in DRF initiatives, drawing on our cross-sector expertise in social protection, climate finance and the humanitarian system.
  • Evaluations, lessons-learned studies, and technical support to strengthen MEL systems and build evidence base for what works.

Design and implementation of financial instruments

We help governments design and operationalise financial tools that enable effective and timely disaster response. Our support includes:

  • Technical advice on the design and implementation of budgetary tools (such as contingency funds) and sovereign risk-transfer instruments (such as sovereign insurance and catastrophe bonds).
  • Value-for-money assessments to ensure DRF decisions are evidence-based and fiscally sound.
