Financing Adaptive Social Protection In Chad: Disaster Risk Finance Diagnostic
As part of the Centre for Disaster Protection’s support to the World Bank Sahel Adaptive Social Protection Programme (SASPP), the UK-funded Sahel Shock Response Programme seeks to develop a baseline of in-depth analysis on the social protection and disaster risk financing landscape in the Sahel region. This is the third in a series of diagnostic reports, focusing specifically on Chad, aimed at informing the design and programming of the Centre’s support to the SASPP.
Key Findings

The vast majority of people in Chad receive no regular social protection support. Only 2.5% of the population is covered by at least one benefit, compared with much higher coverage rates in comparable countries.

Chad’s workforce are smallholder farmers, highly exposed to climate risks and underserved by financial services.(USAID, 2023)
