Drawing on nearly 250 government officials and national stakeholders across Kenya, Malawi, Nigeria, Senegal, Zambia, Belize, Grenada and Jamaica, it sets out what governments value, the trade-offs they will accept, and what providers should do to deliver a system that works for them.
