
Duncan Khalai
Duncan Khalai is the Centre’s lead consultant for advisory, training, and policy engagement. He brings extensive expertise in Disaster Risk Financing, with a demonstrated history of fostering public-private partnerships, advancing capacity building initiatives, and engaging in policy development.
Prior to his current role at the Centre, Duncan was the regional advisor on DRF for the UN World Food Program in the East and Southern Africa region, where he led the implementation of innovative climate risk insurance solutions targeting smallholder farmers and pastoralists, as well as macro-level pre-arranged financing solutions for governments.
Previously, he held the position of Market and Capacity Development Specialist at the International Livestock Research Institute, supporting the transition of the Index Based Livestock Insurance research initiative into a public-private-sector mediated product across the Horn of Africa.
Duncan holds an MSc in Sustainable Development from the University of Sussex and is certified as an Expert in Microinsurance by the Frankfurt School of Finance and Management.
